The handbook is intended for public school personnel working with students who are learning English as a Second Language. The handbook should be aligned with state office of education guidelines and policies. In this activity you will compare models of bilingual and English as a Second Language programs.

Analyze the handbook by comparing the contents to the policies, practices, procedures, and structures of which you have been reviewing in your readings for this course from Crawford. How does it compare? Where is it well supported? In what areas might it be lacking? Make recommendations for improvement, using resources to support your rationale.
Length: 10-12 pages, minimum of five references
Your essay should demonstrate thoughtful consideration of the ideas and concepts that are presented in the course and provide new thoughts and insights relating directly to this topic. Your response should reflect graduate-level writing and current APA standards.
