“Write a dissertation proposal question”:(One paper, question points of discussion to discuss it with my

academic supervisor to get from him the green light to write my proposal of my dissertation).
It must be related PBB (Performance Based Budget) with the title of: “The Impact of implementing performance

based budget in the governments”, I will try to answer by research why PBB? , And what is the opportunities

and the challenges and how to start to implement PBB? With a highlighting of government implementations

practices fails and successes…

Welcome to aboard! Your topic sounds interesting. However, you need to read extensively the relevant

empirical and theoretical literature in order to be able to form your research questions. This is extremely

important since you cannot formulate your research questions unless you are familiar with the relevant

literature. This will let you know about what has been done so far (current state of knowledge/findings),

what we do not know (research gaps) and how it has been done (data and methods). At this stage you must

identify the questions examined, the theoretical framework used in order to examine the phenomenon under

consideration (this is the main theory used by the paper) and the methodology employed. Could you please post

your findings here in order to be able to focus on the formulation of your research questions and then start

discussing the data and methods? Most importantly, you need to reflect on the data and methods they use in

order to answer their research questions and how this affects your thesis? (for the qualities of research

questions see Dissertation Guidelines 2012: 10)
You can search for relevant articles from the University’s Library. Just select ‘articles’ from the searching

bar on the top of its website and type in the key words that interest you. Then make sure that you tick the

scholarly publications/peer reviewed articles on your left hand side.
