    The second half of the semester included discussions on collective bargaining, employee rights and responsibilities, discrimination, changes to the workforce, civil service reform, and the future of public personnel and government. Several events and phenomena in recent years have highlighted the need for public administrators who possess the knowledge, skills, abilities, and desire to confront increasingly complex issues. For example, despite positive job growth and a record-setting stock market, federal government deficits and cumulative debt are a clear and present danger to the nation’s fiscal health and on personnel. Repeatedly, several U.S. cities have declared bankruptcy in recent years, while others are perilously close to that fate.
    Furthermore, despite tremendous strides in reducing discrimination, we still fall short. In FY2013, the EEOC received nearly 91,000 charge complaints from across the country.
    Also, the trajectory of government ‘reform’ seemingly has no end in sight – from proposed improvements to the federal hiring process to better performance assessment tools. And finally, as a result of increasing retirements, we revisited the ‘silver tsunami’ and its current and long-term implications for government. As a student, you have now gained insight to the possible ways that public personnel administration might be affected in the wake of these aforementioned challenges. I charge you with applying that knowledge on this assignment.
