Phase II of Personal Quality & Productivity Plan

Pick an applied TQM tool or technique that could be used in conjunction with a personal Q & P topic you have selected to work on this term. The Q&P topic I chose is: The New York City Police Department.
1) Describe the applied tool or technique and its application.
2) Then demonstrate how you can use this tool in the New York City Police Department. For instance, maybe you are tracking defects and could show a tally sheet, histogram, and pareto diagram.
3) Go ahead and construct one or more of them with the data you have tracked in phase I. Perhaps you could construct a run or a control chart to document your progress over time. If you are trying to solve a problem, maybe an Ishikawa chart (aka fishbone or 4M chart) would be best.
