Often referred as the “necessary and proper” clause, Article 1, Section 8 of the Constitution states that Congress has the power “to make all laws which shall be necessary and proper for the carrying into execution the foregoing powers.”
What does this mean? And…What are the consequences of the ruling in 1790 by Chief Justice Marshall that still affects us to this day. ( In other words, give me one example of some law today that either the congress or the president has used , justifying its necessity because of this clause.)
Papers are to be 2 pages in length, double spaced. There is no need for a title page! Your paper MUST include a reference page. The reference page should be on a page all by itself and not included at the end of the body of your work. If your paper runs a little long, that is OK, but I am not looking for 5 or 6 page reports. Be precise but make sure you are answering the question. Spelling and grammar count.
