Risk Assessment
A risk assessment is an important first step in identifying mitigation measures. It involves examining capability, motive, opportunity, and targeting. Answer the following questions:
1.Capability assessment: What skills and resources are necessary to execute a successful attack using portable nuclear weapons? Are there any terrorist groups that possess these skills and resources? Explain.
2.Motive: Are there any indicators that suggest possible intention to conduct an attack using portable nuclear weapons by any terrorist groups? Explain.
3.Opportunity: Do any terrorist groups have access to these weapons or do they have affiliations with groups or governments that have access to these weapons? How are these weapons likely to be smuggled into the country? Describe vulnerabilities in U.S. security.
4.Targeting: What locations would most likely be targeted? Explain your rationale.

Length: Case Assignments should be at least three pages (750 words) in length.
References: At least two references should be included from academic sources (e.g., peer-reviewed journal articles). Required readings are included. Quoted material should not exceed 10% of the total paper (since the focus of these assignments is critical thinking). Use your own words and build on the ideas of others. When material is copied verbatim from external sources, it must be enclosed in quotes. The references should be cited within the text and also listed at the end of the assignment in the References section (preferably in APA format).
Organization: Subheadings should be used to organize your paper according to the questions.

Identification of likely targets is a key component of conducting a risk assessment, which is critical in development of mitigation strategies. Answer the following questions:
1.In general, what are factors that terrorist groups might consider when selecting targets?
2.How do these factors differ for the terrorist group that you selected in Module 1? Explain.
3.For each of the factors listed in Question 2, provide examples of the most likely targets and explain your rationale.
