    The primary learning objective for this case is for the student to understand how the ICS changes to meet new conditions and why this change is necessary.     You are a Fire Captain and Station Commander for a Fire Department. You and your units respond to a three company fire alarm in the industrial part of the city. You are the first to arrive on scene and 3 minutes later two other Fire Captains arrive on the scene with their Engine Companies.
    Within 10 minutes it appears that the fire cannot be adequately controlled and it is threatening nearby businesses. You call for more assistance and more Engine Companies arrive in 5 minutes from the call. As you are being briefed by the commanders on scene the Battalion Commander approaches you for a briefing.
    Question 1: Who is the Incident Commander?
    Question 2: What do you do as the Battalion Commander arrives on scene? Why is important for you to perform these tasks/activities??Thirty minutes later the fire is under control and your firefighters find a large cache of weapons and unexploded ordinance in a adjacent storage shed.

    Question 6: The IC is actually limited in their decision-making authority in that broader, policy based decisions and requests for additional support are made to the Emergency Operations Center (EOP). Briefly, discuss the differences between the role and responsibility of the IC and the Commander of the EOP.
    Question 7: Who is responsible for the Action Plan and is one necessary for this emergency?
