    The purpose of the Issues Essay is to give students and opportunity to explore an issue or trend in the current human resources environment that has impact on management in one of the following ways; legal, regulatory, ethical, financial, or performance improvement. An issues list will be made available to students and students will select their issue. The Issues Essay is to have three headings; Description of the Issue, Discussion and Literature Review, and Recommendations. In addition the essay should include an introduction, conclusion, and text organized with well-developed paragraphs. The essay is not to be more than 8 pages in length, not counting the title page, references, and appendices. Do not include an abstract or an executive summary. Papers are to use APA style (6th ed.). APA formatted citations are to be used throughout the text. In the essay discussion, students address each the following points:
    Description of the Issue: What is the issue? Why is it is important to public administrators?
    Discussion and Literature Review: What key concepts in the literature review are important to understanding the administration and management implications of the issue? Include a rationale why these concepts are important.
    Recommendations: What suggestions for best practice come from the literature review? What are the implications for the public administrator?
