    Human Resources Management Plan (HRMP) Guidelines

    I.Organizational Assessment of the HR Department
    Assess the HR department in relation to the hospital operations by doing an assessment of the major strengths, weaknesses, threats and opportunities. (SWOT ANALYSIS)
    II.Legal Environment Evaluate the legal environment of the HR department. Include in your Assessment of the necessity for adherence to such laws and regulations as the Equal Employment Opportunity Act, Americans with Disability Act, COBRA, Family Medical Leave Act, Employee Retirement Income Security Act, and the Occupational Health and Safety Act. Include the potential sanctions for noncompliance.

    III.Job Design

    Evaluate the job design of the positions in your specialty area. Based on promotion of retention and creating a satisfying work environment, discuss any needed job redesign. What would you do to increase motivation, satisfaction and performance? Include a theoretical framework in your design.
    IV.Staffing Strategy

    A.HR Planning
    Discuss the plan for staffing of a designated specialty/area (ie unit). How many of what type of personnel are needed?

    B.Recruitment
    How will you recruit the necessary personnel to fill your positions?

    C.Selection & Placement
    Describe the ideal candidate for the position. How will you ensure that the there is proper job/person fit? What legal considerations come to bear on the situation?

    D.Turnover Management
    Differentiate between voluntary and involuntary turnover. What percentage of each do you wish to have in your organization and how do you achieve your goal? What is the current turnover rate for your organization and your unit? How is it calculated? Describe the measures you will use to manage turnover and retain your personnel.

    V.Employee Development Strategy

    A.Orientation
    How will you orient your new employees? Consider both the needs of the employee and the needs of the organization.

    B.Training & Development
    How will you maintain ongoing training and development of your employees? What programs are mandatory?
    VI.Compensation & Benefit Strategy
    Describe the type of compensation system used in your organization. How can your organization assure equitable compensation for nursing personnel in such a competitive environment? How should compensation be related to performance?
    Discuss the overall package of compensation and benefits.
    VII.Workforce Diversity Describe the components of a diversity program and make a business case for diversity.
    VIII.Historical Perspective and Current Trends

    How have historical trends in nursing supply and demand impacted the profession? Include a perspective of current trends in healthcare. Discuss the concept of history repeating itself in regard to nursing shortage and supply.
