    Human intelligence intervention is fundamental in areas that experience a surge in crime rate and the security agencies are unable determine the cause of crime. These areas may have many obstacles that hinder security agents from performing their duties. In addition, tendency of committing crime after police have clear a scene shows that it is a group versus the agencies. Such an area can benefit greatly from human intelligence through collection of critical intelligent information. The security agents can benefit from analyzing the root cause of such crimes, determine smart ways of combating them, and restore the community’s confidence in the security sector . For example, upcoming trade deals on drugs is affecting the youths and lowering the education system of a given area. This may lead to formation of street gangs that rule that area.
    Street gangs are a social menace. The most important thing to note is that as the economic, social, and psychological problems increases, the financial burden is felt at the lowest group of people. As many families break ups, civil unrests emerge, and exposure to violence through the media, and pressure increase, most young people (especially children) become aware that life is not easy . To persevere through life, all these materials tell them to be hardy and violent if need arises. Many young people have resorted to pooling themselves together with a common agenda to survive. Therefore, street gangs are driven mostly poverty. The result is a desire for recognition within the society. This desire has led to execution of serious crimes within and outside the gang groups. Some other causes, which are minor, may include boredom. This comes because of few employment opportunities and lack of good policies to engage young people in doing constructive work that keeps them busy all the time . Lastly, this topic has great concern because instead of the government working better ways of dealing with upcoming gangs, the responsibility shifts to private voluntary organizations that address social problems. This has made the government an enemy of the local people, especially the young people who encounter many of these challenges .
    In most cases, gangs that crops in neighborhoods have come up due to social injustice that the specific community receives from the government. The Crips started as a small gang of 16 year-olds. It eventually graduated to a big gang organization. Most of the pertinent issues that led to the formation of this gang were protection from harassment with the white folks, especially officers during the era of racial segregation. Mostly officers were ruthless whenever they were dealing with criminals of African American origin even children who were below the age of 18 years were not spared the humiliation. Another key issue in there upcoming was prevention from dominance by male groups of other gangs in a peaceful area and the government seemed to do nothing about it.
    Human intelligence is the best option in solving gang related crimes since it involves the local community. The security agency has only one issue to address, that ensuring that what seem to be the objective of the gang is address in a more humane but legal way. For example, the government to boost a lot of security to encourage the people to shun away gangs as a means of protection and rely on the police.
