Your project is to evaluate the public policy or public administration problem you identified in your memo. (SEE ATTACHMENT “MEMO”)and provide a recommended solution. You will make this recommendation by doing an analysis using the Basic Policy Analysis Cycle, referencing all other attachments.
Length: approximately 12-17pages in addition to the Works Cited & Attachment page(s).
Font: Times New Roman, 12 pt.
Citation: APA style using the parenthetical method of documentation only.

I. Executive Summary: 1 page.
• State the problem in concise, explicit language;
• State the methods of analysis used in this project for Part I an Part II;
• Very briefly summarize each step in both processes;
• State your final recommendation(s).
II. Body: the body of the paper must be structured as follows:
Part A. Basic Policy Analysis: 10-15 pages
Step 1 – Problem Definition: 2-3 pages
• State and explain the concise problem statement immediately;
• State and explain the spatial-temporal domain in which the problem exists;
• Provide demographics;
• State and explain the magnitude of the problem within the stated domain.
Step 2 – Set Criteria: 2-4 pages
• State and explain the following criteria for success concerning the problem (be specific):
• Solution feasibility – effectiveness;
• Budget Constraints – budget limitations;
• Political Acceptability – political survivability;
• Administration– ability to be implemented.
Step 3 – Alternative Solutions: 2-3 pages
• Identify and explain the Status Quooption and two to three other alternatives solutions/options;
• Identify where each option falls on the Scope of Action scale (i.e. Status Quo, Incremental, Mixed Scanning, Comprehensive).
Step 4 –Evaluate Alternative Solutions: 3-4 pages
• Apply the evaluation criteria from Step 2 to each alternative listed in Step 3 and explain weighting and rankings of the criteria and solutions;
• Required Tool:
• Evaluation Spreadsheet to contrast and compare each alternative (see Video Lecture #2 and accompanying slides).
Step 5 – Make Decision/Select Solution: 1 page
* Interpret Evaluation Spreadsheet from Step 4, and do “Gut Check,” and make recommendation.
Part C. Conclusion: 1 page
• Recommend further steps to implement this decision (HINT: Shewhart Cycle).
III. Works Cited: APA format.
IV. Attachments: does not count toward the 12-17 page limit.
