Estonian national innovation system development and efficiency analysis in international context

Appreciate your help with a proposal. The idea is to analyse an Estonian innovation system development (where i am from) and compare it to Switzerland (would like to analyse the market and find key players, personal interest). Topic can be modified slightly if need to. I start preparing the table of content to guide you into the right direction, it's not final thought. The research hypothesis: the development of national innovation system in Estonia is inefficient. Therefore it is important to accept or decline research hypothesis. A lot of information on SME's in Estonia and in Switzerland can be found on European commission website. Innovation Union Scoreboard and Eurostat should have figures for both countries also.
