Remember focus only on the areas mentioned in the discussion point:

1. The legal concepts of negligence and consent
2. The ethical basis for the development of the concepts
3. Cite case law to explain and demonstrate your understanding (nothing wrong with showing opposing arguments if relevant)

Perhaps start by defining negligence and consent, then move onto the legal concepts and annotate these with the ethical basis on which they were developed, citing case law to explain.
You will struggle to state all so pick the ones that you feel are most relevant to your future career.
