    These requirements and constraints provide the high-level game plan for how the project moves through its life cycle. These inputs also define many potential subsidiary plans that make up the overall project management plan. These subsidiary plans provide the specific details for managing each aspect of the project from initiation through closure.

    The challenges are:

    1. Geographically dispersed project teams
    2. Using the wrong tool for the job
    3. Over booked or mismanaged resources
    4. Wasting time looking for project documents or assets
    5. Spending too much time in status meetings

    The project managers understand the allure of difficult problems, the "explicit answer to the question we want to avoid" strategy IT people deploy to avoid conflict, and the need to save technical face for the team even when it would be easier to hang someone out to dry.  This allows them to get straight answers and good work out of employee’s non-technical project managers would classify as hopeless, negative, or uncooperative.
